Implement Telegram bridge Bot API adapter

Summary

• replaces the Telegram bridge placeholder with real Bot API sendMessage delivery
• adds getUpdates long-polling subscription that maps Telegram messages and media file IDs into BridgeMessage payloads
• supports bridge-specific token config, Telegram Bot API base override, parse mode, notification, polling timeout, and polling limit options
