Other PolyForm licenses have all three of Copyright License, Changes and New Works License, and Distribution License:
They could all be simplified to have one broad Copyright License section. |

I've alluded to a potential simplifying edit to the Noncommercial license a few times. Here's what I had in mind. Basically:
Replace all mentions of "permitted purpose" with "noncommercial purpose". Removing that indirection should make the license itself easier to read, at the expense of making text comparisons to other PolyForm licenses more difficult to read.
Combine all the separate copyright license grants---general, modification, distribution---into a single Copyright License section. The result is much closer to the copyright grant in the Blue Oak Model License.
