What does this PR do?
Adds a cursor pointer on hover for the footer and enables scroll-to-top functionality when the footer is clicked.
Fixes #2058

1.Hover over the footer — the cursor should change to a pointer.
2.Click the footer — the page should smoothly scroll back to the top.
3.Test on different screen sizes to ensure responsiveness.
