What does this PR do?
Fixes the footer social icons hover behavior to match the navbar.
Each icon now animates individually on hover.
Smooth transform (translateY + scale) applied.
Hover color matches the site theme (--site-theme-color).
Cursor pointer applied correctly only on clickable icons.
Fixes #2027
