Maintenance commit for the Tufaceous v1 branch, as we work on Tufaceous v2 in #45. This resolves most of the dependency alerts that GitHub has flagged for this repo. (The remainder are not currently fixable; when a new Dropshot with oxidecomputer/dropshot#1590 is released we can remove the last bits of rustls@0.22.
This bumps minimum versions of relevant crates in Cargo.toml so that they get picked up in consumers.
