👷 ci: remove unused/broken workflows, add e2e full & docker cleanup worklows

Description

CI workflow cleanup.

• new docker builder/image cleanup cron
• remove/disable workflows
• add "all" E2E workflow (too long to be run on PRs, manual only)

Improve the secure template to add NAT public IP pool.
