Add Web Annotation Generator Tool with RERUM Integration
This PR adds a new Web Annotation Generator to the RERUM Playground, allowing users to create W3C-compliant annotations for any target URI, preview and download them as JSON, and save directly to the RERUM. Recently stored manifest links are also surfaced for quick reuse.
