  • Allow most water types (e.g. moat, oxbow, ...) to contain a pier or slipway
  • Allow floating piers (necessary due to a limitation of not using polygons but the linestrings)
  • Add tests

This fixes the majority of the false positives. It would be better to use table polygons rather than the linestring of the relation, but this causes false positives when the polygon isn't fully within the extract and thus not valid, e.g. https://www.openstreetmap.org/way/1445654826 having the river partly outside of the extract of Iowa
