Using the new validator on-demand endpoint we collect requests and send them to the validator in a single call.

Python 3.11 doesn't exist for MacOS.
We also include pip-upgrade here to allow us to upgrade this package.
Fleshing out the documentation here a little.

This would be seen very early when testing but it isn't. We will disable for now and then monitor.

cer-feeds.json describes the feeds currently supported by Orcfax. The file should be added during deployment and will be maintained separately from this repository.
