add mkinitcpio tools for zfs

Description

This pull request adds support for booting from zfs root on platforms that use mkinitcpio for generating initrd.
This is implemented as a systemd.generator that scans the kernel cmdline very early on in the initrd and generates the necessary systemd units.

Unfortunately I don't know much about autotools and I don't know how to write Makefile.am files :/

How Has This Been Tested?

I've tested this on my own machines and it is working fine.
