Bumps all of the k8s libraries to use the versions for 1.31.z. Makes a few changes to other packages now that the client-go will return zero values instead of nil.
This PR adds the oran package and an initial builder for the ProvisioningRequest resource, along with unit tests. Since this requires k8s.io/client-go 0.31, it cannot be merged for the time being.
