refactor: remove custom order function from course libraries list

Description

Removes custom ordering code from course libraries page as it is no longer required once openedx/openedx-platform#36599 is merged.

Testing instructions

Verify that sorting behaviour of Review Content Updates tab in course libraries page remains unaffected.
It should sort links based on recently modified downstream components.

• I tested this by running openedx/openedx-platform#36599 in the backend and making changes to library blocks that are used in a course. Checked that the list of blocks to review is unchanged between this branch and master.
