What Problem This Solves

Private report acquisition remains manual after checkpoint recovery, leaving recurring updates stopped.

User Impact

Restore acquisition at 00:43, 02:43, 04:43, 08:43, 10:43, 12:43, 14:43, 16:43, 18:43, 20:43 and 22:43 UTC, with the daily 06:17 UTC member refresh replacing 06:43. Manual runs remain available.

Why This Change Was Made

The shortest scheduled gap is 94 minutes, above the existing 78-minute sum of phase caps. This uses the existing serialized publisher, policy, member-refresh routing and deadlines. GitHub may delay schedules; concurrency provides neither durable FIFO nor a completion guarantee. The four-file change adds three net workflow lines and no runtime code.

Evidence

• The focused workflow test passed; its workflow and test bytes are unchanged through composition with current main. It checks both cron expressions and that all phase caps fit the shortest gap.
• Independent composition review and fresh P0–P3 autoreview are clean at a0c6373bdfe0ffd72656ddb2506e4c9429b2bc50; privacy and diff checks passed.
• Manual qualification run 39061456276 succeeded on the current runtime in 26m13s: restore 108s, native acquisition 539s, checkpoint 723s and archive publication 172s. This is one observed run, not a timing guarantee; it did not exercise the daily member refresh.
• Independent private-custody and coverage verification passed. All 18 hosted checks passed, including CI 39063487131, on the exact reviewed head and matching integration tree. The selected cadence is authorized for activation after verified merge; the first scheduled run remains separate operational proof.
