Being hardcoded at always `8080` caused port already in use exceptions.
Do not know if this something new or not introduced with the update to recent deno version. When updating any file the build was kicked off and refreshing would never end. - What was happening was the build would kick off and write to the build directories which would be seen as another change - The change was detected from the build and created a never ending refresh cycle. - inspiration for this mod was taken from a great article here: https://dev.to/otanriverdi/let-s-explore-deno-by-building-a-live-reloader-j47

- Specifically to add the `--unstable` parameter when running tests.
