fix(docker): floor uv at 0.13.6-r1 for CVE-2026-111943 - #1486

Trivy (P0 test_trivy_no_high_critical) flags the base image's Wolfi uv package for CVE-2026-111943 (HIGH), fixed in 0.13.6-r1. Like the other base-layer packages, apk upgrade does not move it, so name it with a floor next to ca-certificates-bundle (same CVE). uv stays: agents launch MCP servers with uvx. Checked against the pinned base digest: resolves to 0.13.6-r1 and uvx runs. Trivy's P0 gate (
test_trivy_no_high_critical) now fails on every PR. The cause is the base image's Wolfiuvpackage, which carries CVE-2026-111943 (HIGH).
