The intent, spec and plan for one #312 slice: let the CFactory cockpit send a scoped
acw_key per factory instead of the shared wildcardAPP_API_TOKEN. This is the edgedocs/compliance/scoped-service-tokens.mdsays to do first. The code is in four PRs (linked from each other).The user approved all three unseen on 2026-11-07 (bulk run). codex and agy reviewed each draft, and the confirmed findings were fixed before approval. The intent was amended after the spec review: the WS feed's broadcast and user scopes, and all of TFactory's feed, don't filter by org for any principal, so the original "never more than REST" constraint wasn't enforceable without a routing rewrite. The amended constraint states the boundary that is enforceable. The plan's operator checklist was corrected after the final review: a key covers one org.
