+Phase 4 of the v1 deterministic-first pipeline is here. `changelog-bot` now builds a complete, valid release draft from commits and PR metadata before any AI call. AI is an optional editorial enrichment layer rather than a requirement for producing a usable changelog.
+
+- Release structure is rendered deterministically by the backend, giving every generation path—including no-AI and WHY-enriched runs—a single consistent renderer.
+- Editorial suggestions are now sparse, stable-ID-based refinements. Unknown entries are rejected, missing entries retain their deterministic source data, and hard classification rules remain authoritative.
+- WHY extraction now enriches structured release data before rendering, instead of modifying already-generated Markdown.
+- Pull-request links no longer incorrectly point issue-only references to non-existent PRs.
