There aren't really any changes to mobility other than some of the special engines being removed. ACF3 overall is better, however the direction the devs want to take is prioritizing combat vehicles over normal vehicles. ACF2 will be maintained until that changes.

This is already ACF 2. Then there is ACE that can be seen as an ACF 2.5.
