Consumers still on @anthropic-ai/sdk or @anthropic-ai/aws-sdk 0.x no longer satisfy the peer range. The edge observer now sends the same API version as SDK 1.3.0, and createClient returns AnthropicAws with no cast. fixes NV-9269

This covers the Thalamus peer floor and the edge stream header. It does not bump the package version or publish a release. Novu still has to run SDK 1.x (NV-9264) or the edge stream and the SDK call in one session use different API versions.
