Description

Module #481 remains In Progress, while paired #483 remains Todo as checked on 12 October 2026. Preserve the newer proposal already on dev and defer core runtime adoption until its signed module contract is implemented.

Refs #742

Contract References: Planning-only contract research and dependency reconciliation. No future runtime execution or delivery completion is claimed.

Type of Change

  • 📚 Documentation update

Contract-First Testing Evidence

Strict OpenSpec and local planned Requirements validate the proposal. Existing completed evidence is preserved with its original scope. Runtime adoption requires its own spec, actual failing-first tests, implementation and passing exact-head evidence.

How Has This Been Tested?

Validate source proposals, current repository contents and paired implementation readiness. Prerequisites #761 and #767 are merged at protected dev c6af68a0. Signed #743 head 4d1e7429 follows signed security parent 57f51829, whose native Requirements is verified with no findings and whose exact-head authority passes. Strict selected OpenSpec, documentation validation and unchanged-provider planned Requirements pass locally: one source, planned maturity, no findings. Hosted producer/execution/final verdict must independently authenticate inherited root proof with scoped tokens; those current-head checks remain pending.

Checklist

  • Verify planning scope and preserve completed work
  • Keep deferred runtime tasks unchecked
  • Signed branch history and owner-authorized exact-head grants
  • Protected prerequisite integration and signed restacking onto the validated root
  • Final exact-head Requirements, required CI and review closure

Quality Gates Status

Current signed head: 4d1e7429c2dfb69e9d33a93bf554aed8aae6affd. Normal applicable hooks passed and GitHub signature verification precedes the authorized new djm81 grant. No required execution, signature, authority, review or security gate is bypassed. Final current-head checks and review remain required.

Stack

Native stack #759: dev ← #719 security implementation ← #743 workflow planning ← #751 roadmap planning. Leave all three stack PRs unmerged for owner review.

The earlier planning consumer ancestry failure is corrected by protected #767. Current hosted consumers must independently validate that correction with the fresh root proof; no gate or trust boundary is weakened.

Independent Code Review correctly rejected the planned receipt as non-final execution proof (run 38303860784). The reviewed local protective follow-up preserves full protected-dev review and authentic finalized root proof; exact acceptance, native proof and protected integration remain pending. Current inherited review gates stay enforced; this PR is not yet ready to merge.

📝 Summary

User-visible behavior and CLI surface

  • This documentation and planning change does not alter CLI commands, options, or defaults.
  • openspec/INTEGRATION.md assigns ordinary workflow execution, bundled skills, producer adapters, and disposable local receipts to modules #483. Core #742 owns repository settings, check-only gate adapters, wrapper projection, and signed adoption/pilot.
  • Standalone verification and ordinary CI require no prior local receipts. Local workflow progress cannot authenticate itself for protected CI.
  • Runtime adoption remains deferred. It requires the exact signed #481 schema-v3 current_execution contract and verified compatibility with core and #483.

Contract/API impact

  • No public functions, Pydantic models, or module package boundaries change.
  • The integration contract preserves boundaries among Requirements claims, governance evidence, traceability artifacts, and review policy. Workflow findings must preserve producer identities and outcomes; they must not fuse verdicts or extend ReviewReport.
  • No runtime implementation or release compatibility is claimed.

Testing and quality gates

  • The supplied description reports local strict selected OpenSpec, documentation validation, and unchanged-provider planned Requirements checks passed with one source, planned maturity, and no findings.
  • Hosted producer, execution, final-verdict, and authority checks remain pending. Final current-head Requirements, required CI, and review closure also remain pending.
  • hatch run contract-test and coverage results are not reported.

OpenSpec and release impact

  • OpenSpec change: workflow-01-turn-orchestration.
  • CHANGE_VALIDATION.md records the planning scope, validation history, ownership, and outstanding readiness gates. Runtime tasks and trials remain incomplete.
  • No docs/ or CHANGELOG touchpoint, module signing, or version bump is reported.
  • The stated plan is to leave #719, #743, and #751 unmerged for owner review.

The changes update module artifact verification and package registration, including project-package authority checks, duplicate selection, and command routing. They also update release documentation and version metadata, record validation evidence, and define ordinary workflow ownership and adoption checks.

Changes: Project module admission and registration

Layer / File(s) Summary
Filesystem artifact verification
src/specfact_cli/registry/module_installer.py
Adds filesystem verification for signed payloads. It binds metadata to the authenticated manifest and checks executable coverage and bytecode caches.
Package selection and registration
src/specfact_cli/registry/module_packages.py, src/specfact_cli/registry/bootstrap.py
Registration selects eligible, dependency-consistent package copies before applying effects. Project command authority, category routing, and legacy flat-root behavior follow the stated admission rules.
Release documentation and validation
CHANGELOG.md, docs/reference/*, openspec/changes/fix-categoryless-module-command-squatting/*, pyproject.toml, setup.py, src/__init__.py, src/specfact_cli/__init__.py, tests/*
Updates release and security documentation, validation records, task status, tests, and version metadata for 0.55.10. The records distinguish historical evidence from current results and identify pending checks.

Workflow orchestration documentation

Layer / File(s) Summary
Ordinary workflow ownership
openspec/INTEGRATION.md
Defines ownership boundaries for workflow execution, receipts, repository settings, gate adapters, and wrapper projection. Specifies signed-schema and compatibility checks for runtime adoption.
Stack validation disposition
openspec/changes/workflow-01-turn-orchestration/CHANGE_VALIDATION.md
Records planning state, prerequisite updates, deferred runtime adoption, and required validation gates. Distinguishes historical failures from current results and lists pending readiness checks.

Modules with unmet dependencies can disappear silently, and CLI startup may be slower than necessary. Neither blocks the flow, but both are worth addressing before or shortly after merge, along with the open documentation wording concern.

Refs #483; paired story:
nold-ai/specfact-cli#742.

Propose the module-owned specfact workflow runtime, independent producer
adapters, local receipts and bounded implement/fix/PR repair in
`workflow-01-turn-orchestration`. This is planning only: proposal,
design, normative deltas, unchecked implementation tasks and validation
record. It introduces no runtime or release changes.

Standalone verification is read-only and needs no prior receipt.
Producer reports/outcomes remain independent; exact input identity is
separate from run identity. Loops retain three implementation
iterations/five PR rounds, explicit timeouts,
recovery/no-progress/head-change handling and separate CI/review
completion. Receipts are local progress, never historical proof or CI
authority.

Before runtime Requirements integration or adopting #483, validate the
exact signed #481 publication, schema-v3 current_execution, installed
identities and compatibility with actual core/workflow versions.
Missing/unsigned/incompatible/v2-only producers are not ready.
Projection remains independent; core #740 owns its policy cutover.

PR #482 is merged. This PR now targets dev directly and includes the
latest dev changes, including #486. Its own scope remains workflow
planning; the macOS capsule changes do not supersede it.

Validation: strict OpenSpec validation passes. The base refresh adds a
schema-v2 planned-inspection mapping for the nine existing requirements
so normal Requirements hooks can validate planning maturity. It does not
claim implemented runtime or signed-producer compatibility. The earlier
planning-only exception is historical; the refresh uses normal hooks.
Current-head CI and reviews remain authoritative.

Native issue metadata: User Story, djm81,
enhancement/openspec/change-proposal, SpecFact CLI project1 Todo.
Delivery chain remains modules #481 -> modules #483 -> core #742 runtime
adoption; optional preflight, full graph and generic skill installation
are not blanket blockers. Implementation and issue closure remain
subsequent work.

Paired planning PRs: [core
#743](nold-ai/specfact-cli#743), [modules
#484](#484).
djm81 added a commit that referenced this pull request Oct 9, 2026
Nontrivial changes can reach implementation before their critical
assumptions are exercised, increasing later correction effort. This
planning amendment adds early assumption probes, evidence-based finding
triage and compact repair handoffs to the existing five workflow skills
while preserving producer authority, governance and shared budgets.

Extends `workflow-01-turn-orchestration`, refs #742; paired with
[modules
#483](nold-ai/specfact-cli-modules#483) and
[core #742](#742).
Incorporates only the reconciled workflow artifacts inspected at draft
PR #743 head onto refreshed dev. PR #743 and its
codex/lean-requirements-evidence base remain unchanged; no unrelated
lean-planning artifacts are imported.

- Preserves the owner-approved 2026-10-04 optional-context, trust/basis,
structured pytest identity and shared-controller amendment.
- Updates proposal/design, existing ADDED deltas, unchecked tasks,
planned inspection mappings and change order. Modules owns reusable
guidance; core owns wrappers/projection and repository adapters.
- Keeps delivery ordered as skills/projection → deterministic
verification → bounded repair → opt-in PR automation. Probes cannot
substitute for required gates; dispositions cannot waive required
findings; boundary drift broadens review/rechecks.
- Adds no runtime implementation, activated command, report/receipt
schema, ledger, automatic telemetry, default panel or policy cutover.
Exact signed #481/v3 compatibility and release gates remain future
prerequisites. Implementation/trial tasks remain unchecked; these PRs
must not close their implementation stories.

Paired amendment PR:
nold-ai/specfact-cli-modules#500

Validation: applicable pre-commit hooks completed on the staged
candidate, with Python review/runtime contracts skipped by their owning
applicability checks. Native planned Requirements evidence passed using
the repository-verified pinned module fixture; scoped YAML and Markdown
lint passed. Core documentation command, accountability and frontmatter
checks passed during creation. Selected strict OpenSpec passed.
All-change strict validation: 39/40 passed, retaining the unrelated
pre-existing `governance-01-evidence-output` failure; no new failure.
Global core YAML tooling also reports unrelated historical formatting
findings; scoped amendment YAML is clean. See `CHANGE_VALIDATION.md` for
actual evidence and limits.

Local GPG signing is unavailable. Publication uses GitHub-signed commits
with expected-head protection; the verified remote tree must equal the
validated local index tree. No signing configuration or CI policy is
changed.

Investment checkpoint: review the initial skills/projection slice after
two engineer-days. Trials await the next subsequently authorized
nontrivial change in each repository; causal and monetary savings remain
unproven. Rollback reverts guidance/projection while retaining evidence
and ordinary checks; runtime rollout keeps coordinated
configuration/module pins.

# Description

Protective prerequisite for stack #759: the planning-child receipt
passes planned reconciliation but is correctly rejected by the frozen
Code Review provider as non-final execution proof. Authenticate and
transport the genuine exact-root final artifact while retaining full
inherited review against protected `dev`, complete provider validation
and every required gate.

Related: #760. OpenSpec: `fix-planning-review-proof-context`. Coherent
bugfix version: 0.55.9. No merge is authorized; #719/#743/#751 remain
unmerged.

Signed specification precedes corrected signed authored head

run38314212556/artifact11776331094 reproduces two finalized-proof
failures after the ordinary positive control passes; zero
errors/skips/findings. Superseded run38313685016 failed a trusted-core
import and is excluded from behavioral proof. Owner djm81 accepted
canonical mapping

and authorized verified exact-head grants.

Ordinary approved RED/legacy final contexts remain accepted. Synthetic
boundary fixtures are test inputs, never published execution proof.
Authored test SHA256
`0af9e8a14160498124e115e79ff0426291d32ee8eb5e54311b2101dea88318fd`
remains unchanged through the current head.

## How Has This Been Tested?

Current signed head `a692169a36f534c81cadff65ec42c0945a25e3e0` documents
ten helper validation boundaries. Executable AST excluding docstrings is
unchanged; all13 helper functions have docstrings. It corrects the
real55.56% docstring warning without changing the80% threshold.
CodeRabbit genuinely completed the preceding364dd781 review with no new
actionable comments and zero unresolved threads; CodeRabbit completed
current-head review at23:17:45UTC on2026-10-12, with no actionable
comments and zero unresolved threads. Hosted docstring coverage now
passes92.59% against the unchanged80% threshold.

The complete local suite passes:3314 tests, nine skips, zero
failures/errors in197.049s; all787 tracked inputs match the validated
candidate snapshot. One previously skipped version-matches-HEAD check
now runs and passes. Format/lint/YAML/contracts and frozen local
helper/test review pass with zero findings. Canonical typing remains
zero errors/1522 protected-baseline warnings. Normal signed hooks and
literal-current-head retained-RED provenance pass. Existing frozen
delivery/version/audit/trust/license/signature/security inputs and
required policies remain intact; hosted gates run again on this exact
head.

Actual root archive11773232592/run38306990823 matches its genuine
service digest and passes both transport integrity and the frozen
provider final-context reader, preserving root57f51829/report bytes.
This local compatibility probe does not replace native child proof.
Fixed argv, literal executable/hostname and internal repository/numeric
routes refute the tool's shell-injection warning; independent security
gates remain required.

Historical native final run38316675410/artifact11777665252 and all
required CI passed at364dd781. Current-head producer/execution/final all
pass in run38321075799. Final artifact11778328718 verifies service

exact sourceRef/final stage, verified/pass/no proof findings and two
passing controls. Authority run38321075557 passes its normal second
attempt after verified djm81 grant6134427051. All13 effective required
checks pass with exact expected integration IDs; all43 checks have37
success/six existing configured skips. All six PR commit signatures
verify; GitHub reports CLEAN/MERGEABLE. Current-head CodeRabbit review
is completed and the docstring check passes. Separate merge
authorization remains required. Three unchanged promotion-fixture
advisories retain their explicit protected-baseline exception in TDD
evidence; no new findings or suppressions are accepted.

## Checklist

- [x] Signed specification and accepted security controls
- [x] Corrected genuine native authored RED retained
- [x] Unchanged-test signed correction and literal-head provenance
- [x] Complete local suite, local review and normal hooks
- [x] Current-head native final proof and exact-head authority
- [x] All required current-head CI
- [x] Completed current-head review and corrected docstring check
- [ ] Separate owner merge approval

## Risks and rollback

Fail closed on changed live lineage, stale checks, foreign/corrupted
artifacts and incomplete final proof. Retain protected helper trust,
immutable provider pins, complete review scope and all
authority/signature/execution checks. Rollback restores captured
signed364dd781 using an exact lease; backup branch
`codex/backup-planning-review-364` and coherent dependency/version
artifacts are retained.

nold-ai/specfact-cli-modules

Inspected PR-related ref codex/workflow-01-turn-orchestration at commit 4ef668f (detached checkout).

  • The companion contract assigns reusable workflow execution, producer adapters, skills, and local receipts to modules #483; core owns repository settings, gate adapters, wrapper projection, and adoption. Runtime adoption requires the signed Requirements #481 schema-v3 current_execution contract and actual compatibility checks. [::nold-ai/specfact-cli-modules::] (openspec/INTEGRATION.md:7-14)
  • The documented delivery order is modules #481 → modules #483 → core #742 adoption. Standalone verification and ordinary CI must not require prior local receipts. [::nold-ai/specfact-cli-modules::] (openspec/CHANGE_ORDER.md:6-12)
  • The workflow proposal remains planning-only: implementation would add a new packages/specfact-workflow package, manifest, registry entry, signed payload, tests, and documentation. No such implementation is claimed by this branch. [::nold-ai/specfact-cli-modules::] (openspec/changes/workflow-01-turn-orchestration/proposal.md:26-34)
  • All implementation, packaging, signing, and handoff tasks remain unchecked, including validation of the exact signed #481 release and schema-v3 compatibility. [::nold-ai/specfact-cli-modules::] (openspec/changes/workflow-01-turn-orchestration/tasks.md:14-20,29-42)
  • The currently checked-in Requirements manifest is version 0.5.1, compatible with core >=0.53.1,<1.0.0, and contains its own checksum/signature. Any future workflow integration must validate the exact signed artifact rather than relying on version compatibility alone. [::nold-ai/specfact-cli-modules::] (packages/specfact-requirements/module-package.yaml:1-22)

872-875: 🩺 Stability & Availability

The claim is refuted for verified workspace bundles. get_workspace_modules_root resolves the project path before returning .specfact/modules, and symlinked package paths are rejected. The loader therefore receives the same canonical path used for co_filename; the claimed persistent .pyc rejection does not occur through this path.
