Restrict Claude runs to trusted commenters
The job runs whenever an issue or PR comment contains @claude, but there is no author/association guard. On public repos, any external user can open an issue or comment @claude and trigger this workflow, which then receives the CLAUDE_CODE_OAUTH_TOKEN secret. That exposes paid API usage (and potentially model outputs about private context) to untrusted users. Add a check on github.event.comment.author_association / github.event.issue.author_association (e.g., MEMBER/OWNER/COLLABORATOR) or restrict to pull_request events from trusted actors before using secrets.
