Why

Ordinary core consumers need explicit schema dispatch and installed module compatibility for the planned trusted local review runner. Local reports must not inherit protected PR authority.

What changed

  • Add code-review-local-report-adoption with scenarios, planned evidence mapping and 18 unchecked implementation tasks.
  • Preserve separately governed C15 schema 1.7 dispatch, reject unsupported versions, and distinguish consumer preflight from modules release acceptance.
  • Consume the exact signed producer candidate before coordinated stable publication.
  • Cover capsule-free ordinary invocation, provisioned offline execution and require executable Requirements evidence before implementation GREEN.
  • Add compatibility notes to the existing protected and C15 proposals without changing their acceptance.

Scope

Planning only. Report parsing, installation, module discovery, hooks and runtime behavior remain implementation follow-up work.

Blast Radius

This establishes the ordinary consumer boundary and its implementation dependencies. Protected assurance and active C15 ownership remain separate.

Verification

  • Strict OpenSpec validation, planned Requirements evidence through the pinned fixture, Markdown checks and normal applicable core hooks passed.
  • The new YAML mapping passes directly; the full-repository command still emits unrelated existing errors while returning success.
  • Core wiki source and graph were aligned; strict wiki health has 59 existing errors and no new errors.
  • Diff inspection confirms OpenSpec-only changes and all implementation tasks unchecked.

Tracks #769. Blocked for implementation by nold-ai/specfact-cli-modules#515; blocks nold-ai/specfact-cli-modules#516.

Paired planning: nold-ai/specfact-cli-modules#517.

Current CI blockers outside this planning diff: frozen MCP advisory CVE-2026-59951 and the organization policy’s exact-tree trusted member authority. No waiver or policy change is included.

🔀 Multi-repo context nold-ai/specfact-cli-modules

Linked repositories findings

nold-ai/specfact-cli-modules

Inspected the branch for open PR #517, not the default branch.

  • Current producers still emit Code Review schema 1.6; schema 2.0 adoption therefore remains future implementation work. [::nold-ai/specfact-cli-modules::]
  • Existing consumers use permissive major-version checks, so explicit dispatch and rejection of unsupported schemas will be required before adopting schema 2.0. [::nold-ai/specfact-cli-modules::]
  • The signed module manifest remains version 0.51.4, requires core >=0.55.1,<1.0.0, and authenticates the existing schema-1.6 compatibility matrix. Any implementation will need coordinated module/core versioning, payload, digest, checksum, and signature updates. [::nold-ai/specfact-cli-modules::]
  • The paired modules #515 proposal remains planning-only on this branch: production code, tests, manifest, registry, signatures, and published capability are unchanged. [::nold-ai/specfact-cli-modules::]
  • Modules #516 still depends on modules #515 and core #769 for installed pipx/uv-tool/uvx acceptance. [::nold-ai/specfact-cli-modules::]
  • Capsule-era artifacts and behavior remain present, so the proposed capsule-free local cutover is not implemented by this companion PR. [::nold-ai/specfact-cli-modules::]

22-22: Complete the archive task with the required signing and cleanup.

Line 22 still omits module signing and cleanup. It also does not require running openspec archive code-review-local-report-adoption from the repository root. Update the final task without using manual file movement.

As per path instructions: “Include module signing and cleanup in final tasks” and run openspec archive <change-id> from the repository root, without manual movement.

📝 Summary

Summary

Adds the planning-only OpenSpec change code-review-local-report-adoption. It defines how ordinary core workflows will consume trusted local Code Review reports. It does not implement report parsing, installation, module discovery, hooks, or runtime behavior. The proposal lists 18 unchecked implementation tasks.

User-visible behavior and CLI surface

No current CLI behavior, command, option, or default changes. The proposal plans explicit schema 2.0 dispatch, bounded historical schema 1.6 support, and rejection of unsupported or malformed reports. It also plans to preserve adverse or incomplete evidence, including during shadow rollout.

Contract and cross-repo impact

No public functions, Pydantic models, or module package boundaries change in this PR. The proposal assigns report production and project runtime resolution to modules. Core retains ordinary invocation, installation compatibility, loading, and discovery. The plan requires compatibility across pipx, uv tool, and uvx, while keeping the installed CLI runtime separate from the project Python runtime.

Local schema 2.0 evidence will not satisfy the separate protected core #680 capsule contract. The existing C15 core #679 and modules #417 contracts remain unchanged. The planned sequence places core #769 after modules #515 and before modules #516. Independent security and signing gates remain separate.

OpenSpec and quality

The change adds a proposal, design, spec, Requirements evidence, and task file. It also updates openspec/CHANGE_ORDER.md and adds coordination notes to the existing protected-range and CLI gate adoption proposals. No implementation files, docs/, or CHANGELOG changes are reported.

No implementation tests or runtime acceptance are claimed. The PR objectives report that strict OpenSpec validation, planned evidence checks, Markdown checks, and applicable core hooks passed. They also report existing unrelated wiki health errors, with no new errors attributed to these changes. No hatch run contract-test result or coverage impact is provided.

The PR adds planned requirements and evidence cases for consuming local code-review reports. It documents runtime boundaries, rollout tasks, and coordination with existing local, protected, and C15 contracts. It does not claim implementation or completed acceptance.

Inspected the branch for open PR #517 at commit fdfb514e14adc0ac16bdd6b877b8e1ce0c7ea429.

  • Current Code Review production reports and consumers use schema 1.6: producers set it in run/runner.py:7512-7525 and run/commands.py:910-922; the report reader, pre-commit hook, and ledger all apply schema-1.6 governance rules. A future 2.0 implementation must update these consumers together rather than only changing the version label. [::nold-ai/specfact-cli-modules::]
  • The pre-commit helper currently treats any major version greater than 1 as schema 1.6-or-newer (scripts/pre_commit_code_review.py:448-467), while the ledger does the same (ledger/client.py:174-186). This is the specific compatibility hazard addressed by the planned explicit-dispatch contract. [::nold-ai/specfact-cli-modules::]
  • The module manifest is version 0.51.4, requires core >=0.55.1,<1.0.0, and authenticates the review-report-schema-1.6-consumer-matrix.json resource with a pinned digest (packages/specfact-code-review/module-package.yaml:1-47). Any eventual report-contract implementation will require coordinated manifest, version, digest, checksum, and signature updates. [::nold-ai/specfact-cli-modules::]
  • The companion module plan explicitly states that #515 remains planning-only: no production package, tests, workflow, manifest, registry, signature, version, or published capability changes are included (openspec/changes/code-review-19-local-report-and-cutover/proposal.md:31-35). Its implementation tasks, including schema 2.0 production and consumer dispatch, remain unchecked (tasks.md:20-25). [::nold-ai/specfact-cli-modules::]
  • The planned sequence confirms core adoption follows modules #515 and precedes modules #516; #516 depends on #515 and core #769 (openspec/changes/code-review-20-external-installation-acceptance/proposal.md:25-35). Exact pipx, uv tool, and repeated uvx installation acceptance is deferred to #516. [::nold-ai/specfact-cli-modules::]
  • The module design preserves the boundary that local schema 2.0 evidence cannot satisfy protected core #680 capsule acceptance; C15 #417/core #679 remain separate contracts (openspec/changes/code-review-17-project-runtime-bootstrap/design.md:129-137). [::nold-ai/specfact-cli-modules::]

Planning follow-up pushed in 03eaaae. Six review findings are addressed, including canonical parser metadata, future TDD/release steps, preserved C15 schema 1.7 dispatch and explicit modules #516 release acceptance ownership. Strict OpenSpec, direct YAML, planned Requirements and applicable hooks pass. All 13 implementation tasks remain unchecked. The frozen MCP advisory and exact-tree member-authority gate remain independent CI blockers.

Published planning follow-up efd625b. All current validated planning findings have fixes, thread replies and validation evidence. The five replacement changes contain 52 scenarios and 86 unchecked implementation tasks in total. Strict OpenSpec, planned-maturity mappings and normal applicable commit hooks pass. Runtime, dependency declarations and CI policies are unchanged. Existing CI blockers remain explicitly tracked in modules #518 and core #747, with exact-tree member authority still separate.

Planning follow-up d332ebc adds provisioned offline acceptance and makes executable scenario evidence a prerequisite for implementation GREEN. All 16 findings received across both PRs so far are addressed and resolved. Independent artifact review, strict validation, actual planned lifecycle checks and applicable normal hooks pass; 54 scenarios and 86 unchecked future tasks remain. No runtime, dependency or CI implementation is included. Known external CI blockers remain unchanged.

nold-ai/specfact-cli-modules

Inspected the branch for open PR #517 at commit a71e448f58aa63ceb109198bfe63f272dcdb53e0 (not the default branch).

  • Current Code Review producers still emit schema 1.6 in both the main runner and scope command (runner.py:7512-7525, commands.py:910-922). [::nold-ai/specfact-cli-modules::]
  • Existing consumers use permissive “major > 1” checks: pre-commit (scripts/pre_commit_code_review.py:448-467), ledger (ledger/client.py:174-186), and report validation (findings.py:854-861). A future 2.0 report could therefore be interpreted as schema 1.x unless explicit dispatch is implemented across all consumers. [::nold-ai/specfact-cli-modules::]
  • The signed module manifest is still version 0.51.4, requires core >=0.55.1,<1.0.0, and authenticates the schema-1.6 consumer matrix with a pinned digest, checksum, and signature (packages/specfact-code-review/module-package.yaml:1-47). The companion implementation tasks explicitly require coordinated semver, payload, digest, checksum, and signature updates. [::nold-ai/specfact-cli-modules::]
  • The paired modules #515 proposal explicitly changes no production code, tests, manifest, registry, signature, version, or published capability; all implementation tasks remain unchecked (openspec/changes/code-review-19-local-report-and-cutover/proposal.md:31-35, tasks.md:20-25). Thus this core PR’s schema-2.0 adoption remains dependent on later implementation rather than current module behavior. [::nold-ai/specfact-cli-modules::]
  • Modules #516 remains sequenced after modules #515 and core #769, with exact pipx/uv-tool/uvx installed acceptance deferred to that later change (openspec/changes/code-review-20-external-installation-acceptance/proposal.md:25-39). [::nold-ai/specfact-cli-modules::]
  • Current module artifacts still contain capsule-era behavior, including review-capsule-* run IDs and an authenticated native-capsule-catalog-v1.json; the planned capsule-free cutover is not present in this branch’s production implementation. [::nold-ai/specfact-cli-modules::]

Latest signed planning head 58c5e42 is published. Across the paired PRs, 23 validated findings are fixed/resolved; one restoration request was rejected because the owner explicitly authorized non-canonical abandoned history. The latest fixes keep immutable signed candidate handoff before paired acceptance and stable publication, and refresh final review after repairs. All 89 implementation tasks remain unchecked; no runtime, dependency or CI implementation is included. Strict artifact checks, actual planned lifecycle validation, normal applicable hooks and independent read-only reviews pass. Current required CI and fresh review completion remain separate gates.

Planning fixes published in c618fe7. The included-review follow-up now makes candidate preparation, exact paired/installed acceptance and gated canonical publication explicit; core checklist formatting and pre-PR signing/post-merge archival cleanup are aligned. Across both PRs, 26 validated findings have fixes and two history-restoration/rewriting requests were declined with governing evidence. All 90 future implementation tasks remain unchecked. Strict planning validation, actual planned lifecycle checks, applicable normal hooks and independent artifact review pass. Runtime, dependency and CI implementation stay out of scope. Fresh current-head review and required CI remain pending gates.

Current planning head c618fe7d057e729fc7c1f1e2074406b6e6f3cc26 has completed CodeRabbit and Codex code review. No review threads remain unresolved. All 90 future implementation tasks across the paired PRs remain unchecked.

The exact-tree trusted authority grant is posted and workflow attempt 2 passes. The grant expires on 17 October 2026 at 23:15:48 Europe/Berlin and applies only to this commit and tree.

GitHub still reports BLOCKED. The only failing current check is Security Audit. The frozen graph contains vulnerable mcp==1.29.0, and the current Semgrep distribution pins that version. Existing security maintenance #747 and its separate downstream-distribution work #772 own the remedy. This planning PR does not change dependencies, workflows, runtime implementation or audit policy. No new review or deterministic-failure retry was requested. Merge readiness remains conditional on the security repair and passing required checks.
