What changed

Records the completed eight-decision author review for the separately bounded Ofqual Board-minutes reassessment. This is an informative research-record addition; it changes no scoring rule or normative contract.

• Adds the fourteen-source ledger, expanded chronology, exploratory proposal snapshot, preservation manifest and exact author receipts.
• Records Counsel 1 with 2/IE alternatives retained; Judgment, Command, Correction, Repair and Reform 2 with their separate limits. Repair is restricted to the AS/A-level record-correction route. Reform retains the qualification that the Board delegated development of an implementation plan, not approval of a completed plan.
• Records each integrity component as limited and the derived overall status as limited. All eight bounded author decisions are complete; personal source review remains pending.
• Includes the supporting claim-planning map, dated Ofqual/related-work source checks and minutes supplement referenced by the packet. These are separate from the unchanged manuscripts.
• Adds preservation and review-state checks, five regression tests and a CI step. The tests cover approved manifest identity, distinct protected paths, baseline identity and unsupported authority/source-review changes.

Verification and evidence boundaries

• All 39 local workflow commands or comparisons passed across the initial run and one targeted rerun. The initial integrity-audit failure came from punctuation in new headings; correcting those headings restored the unchanged historical audit output. No historical audit result was regenerated to hide the failure.
• The new five-test suite passes, including twelve source-review and authority-change subtests. Preservation checks confirm all 42 protected files and the proposal snapshot are unchanged.
• Historical records, both manuscripts, the claim register and frozen inputs remain preserved. Local links and staged whitespace checks pass.
• Software checks, AI-assisted work, author decisions and independent evidence are distinguished. AI-assisted pre-PR review adds no independent human review or source authentication.

The exploratory assessment itself remains nonconformant: its result-informed boundary expansion truthfully records aggregation.predeclared: false, while the unchanged current schema requires true. The preservation check expects and discloses that failure. A passing CI job does not make this assessment conformant.

Personal source review, earlier SR review items, comparative adjudication and independent validation remain unresolved. S05 retains its original source boundary; this PR establishes no tie, superiority, time saving or general reliability. Repository sharing was separately authorized after the eight decisions; manuscript revision and scientific-paper publication were not authorized.

Release documentation

• The addition is documented under Unreleased in CHANGELOG.md, including what was added and what remains unresolved.
• No release, tag, archive, DOI update or maturity promotion is claimed. Existing exact-version metadata is unchanged.
• No v1.0 gate is completed or waived; current-contract external-rater replication and the independent-human implementation audit remain separate obligations.

HIT remains in v0.6.7 maintenance. This PR is intentionally a draft and is not a request to merge or publish a paper. Hosted validation results are reported separately by the PR checks.
