Clarify and expand the existing delegated administration documentation in the Settings developer chapter.
The changes add structure to the chapter (headings) and examples covering exact app-config keys,
Application::APP_ID, anchored regular expressions,preg_quote(),ConfigLexiconconstants, multiple app namespaces, and the separateAuthorizedAdminSettingcontroller authorization mechanism.The chapter also warns against unanchored and overly broad authorization patterns.
There is room for some further refinement, but that can be addressed in a follow-up. The main focus here was cleaning up the regex example and adding headings.
