The translated file maintains the original structure, including installation instructions, contribution guidelines, licensing, and support links. This addition aims to foster inclusivity and encourage community engagement from Arabic-speaking regions.
This is my first contribution to the project, and I hope it helps expand the community in Arabic-speaking countries.

@Saeedhany thanks for your contribution. The file needs a license header in SPDX format, you can simply add the one you see in the original Readme file but with updated year information for this new file.
