ci: Refresh GitHub Actions majors in release workflow - #18

`upload-artifact` v7, `download-artifact` v8, and `action-gh-release` v3 in every job that uses them. Dependabot PRs only patched the first hit.
One weekly PR for workflow actions, so majors are not split across stale single-file diffs.
