Move cron script into /root/cron_scripts

This directory name can be configured via a parameter, but should default to /root/cron_scripts.

This should be the same approach for any modules that are creating cron scripts to be run as root. See https://github.com/ncsa/puppet-profile_update_os/blob/main/manifests/kernel_upgrade.pp for an example.

This is easy to implement the new change, but will be very hard to:

1. remove any remnants of the old cron
2. remove any remnants of the old script (and optionally the directory)
