Program capabilities are a priority, not a release blocker; public simulator metadata remains design-gated. Availability scheduling has no implementation commitment until its separate design is agreed. Standard driver discovery and QDMI v2 are out of scope. For QDMI interface changes, require a working Core consumer and at least one existing provider demonstration, preferably both where applicable; compatibility evidence suffices when no provider changes are needed.
