openvpn config

Minor changes to openvpn config to align with new openvpn directory scheme, and new openvpn service name. VPN client config is now stored in /etc/openvpn/client/vpncgw.conf, service is now named openvpn-client@vpncgw.

Buster compatibility, bi-directional WebSocket comms

Re-built the server app using Flask socket-io example as a template, WebSocket communications now work correctly when running on the latest Raspbian Buster release. Also took the opportunity to remove all AJAX request code, replacing it with WebSocket requests; communication between the server and clients is now 100% via WebSockets.
