Problem
Raised by Copilot on the v2.10.0 milestone merge (#2637, round 3, scripts/verify-skills.mjs:320). The validation of the packaged skills/*/SKILL.md (the !override branch, lines 320–333) is never reached by a test. Every fixture run in verify-skills.main.test.mjs passes an override directory, so a regression that stopped rejecting a missing or malformed shipped skill would leave the guard suite green.
Expected
An orchestration test against a fixture repository holding both .claude/skills and skills, including a malformed shipped skill that must fail. Alternatively, extract the traversal so it can be tested directly.

Low (rubric total 5): Severity 2 (test gap in repo tooling; nothing ships broken), Urgency 2, +1 milestoned.
