Refreshes the bundled Memory manifest snapshot to the landed 2.1.2 release and bumps the App Store to 1.13.8. The durable manifest URL remains unchanged; only the resilient first-paint snapshot/version metadata advances.\n\nValidation: catalog refresh completed from the live main manifest; all 40 Store tests pass.
