Gradebook should consistently handle different formats for entering grades

We have:

• English floats (e.g. "1.23")
• French floats (e.g. "1,23")
• Arbitrary strings ("e.g. "Good job!")
• Placeholder (e.g. "-")
• And the points and weight columns are generally fractions "1 / 3"
