fix: catalog filter restore, clear filters button, scanner timer, and dev signer clear

Description

This pull request bundles the fixes for four issues: #146, #147, #154, and #155.

Key Changes

• Catalog filter restore does not update debounced search immediately #146 Catalog filter restore: Initialized debouncedSearch with the saved search value immediately upon restoration, and introduced an isRestoring state variable to ensure that the initial catalog fetch (loadData) is delayed until filter restoration completes.
• Clear filters button can still trigger while visually disabled #147 Clear filters button: Verified that the clear filters Pressable receives the disabled={!hasActiveFilters} property and accessibility state, ensuring it cannot be interacted with when no filters are active.
• Scanner retry timer is not cleared on unmount #154 Scanner retry timer: Added a cleanup useEffect in ScannerScreen.tsx to clear retryTimerRef.current upon unmount, preventing pending state updates if the user navigates away after scanning an invalid QR code.
• Dev signer clear button leaves old signed XDR visible #155 Dev signer clear button: Updated the Clear Key handler in DevSignerScreen.tsx to additionally reset signedXdr and error when the key is cleared.

Acceptance Criteria Met

• Saved search terms are applied to the first catalog fetch after app launch.
• Clear Filters cannot be activated when no filters are active.
• Navigating away from Scanner after an invalid QR code does not leave a pending state update.
• Clear Key removes the old signed XDR and any previous signing error from the screen.
• Existing tests continue to pass and cover the expected behavior.
