Added simple VQE sample - quantum step of VQE

This adds simple example of the quantum part of the VQE. Example is adapted from the published paper "Ground-state energy estimation of the water molecule on a trapped ion quantum computer" (https://arxiv.org/abs/1902.10171).

This sample prepares one of the ansatz states and performs measurements multiple times. This sample is suitable for adaptive profile. It only uses one set of angles and omits the optimization part.
