Describe the bug
I am receiving an "Error loading control" screen on the CoE Setup Wizard when attempting to run the wizard in my GCCH tenant.

To Reproduce
Steps to reproduce the behavior:

  1. Go to 'Power Apps in GCCH tenant'
  2. Click on '.Apps, then go to 'CoE Setup and Upgrade Wizard, and 'Play''
  3. First pop up screen shows "Error Loading Control"
  4. See error: Image

Expected behavior
This screen should show the correct licenses I have implemented to my account before proceeding.

Additional context
One thing to note here is that I can click "Next" and proceed as expected. However, I was not sure if I should continue to proceed if the initial error warning is displayed.
This is also related to #9129

Creator Kit folks. I do not repro this issue but this GCCH user does. They are on the same build of Creator Kit as me as well.

The error on download points to PCFControls/cat_PowerCAT.FluentDetailsList/PowerCAT.FluentDetailsList.bundle.js

pls have a look at this error seems to be the same
microsoft/coe-starter-kit#9182
