tmk: aarch64 test for the interrupt controller

The code was first incubated outside of this repository, and the GIC initialization sequence follows what the Linux kernel does and what is recommended by ARM. Will need to improve/extend the definitions.

• exception table and the exception frame
• rust exception handler code
• initialize GICD
• initialize GICR
• initialize ICC
• send an SGI
• check pending, acknowledge the interrupt, EOI
