Mirrors the D3D9On12 prBuild.yml pattern: windows-latest runner, CMake configure with USE_PIX=OFF and CMAKE_SYSTEM_VERSION pin, NuGet restore against the generated .sln, then cmake --build with RelWithDebInfo. Runs on every PR targeting master.
