[FEATURE]: SSE Producer from Agent Events #576

Summary

Consume #575 runtime events produced by an Agent and translate them to our OpenAI + custom events schema. Generic streaming agent in -> 1:1 SSE events out.

GOALS:

• Consume Agent events and produce reliable 1:1 SSE filtered by evironmental config (AURA_CUSTOM_EVENTS etc)

NON GOALS:

• Reading filtering env vars directly - keep that as a runtime concern for what process is driving the agents
