Summary
Add client side approval tool tied to back end park state for conversational HITL and reification. This allows the client to pause SSE on a client side "request_approval" tool to be used implicitly regardless of our enable/disable of register able client side tools. Originally a V1 feature for HITL but disabled as a result of our lack of parkability and our lack of place to store that park. Blocked on the #329 state store and #271
