Add API to allow mods to declare technologies for SCT to ignore.*
Add NormalNoCheapStart settings that don't use the 1/2 cost red science from the Normal settings.

*Used to avoid SpaceMod costs going even crazier when including both in my modpack


          Add API for ignoring, 2nd normal start
