Implements UsajobsScraper for the USAJOBS federal job board API (https://data.usajobs.gov/api/search). - Live API support with NERAJOB_USAJOBS_API_KEY env var - Deterministic offline fixtures for demo/testing when no API key - Graceful fallback on network/API errors - Registered in scrapers registry - 14 unit tests covering offline mode, filtering, limit, remote detection, error handling, and env var configuration Fixes mergeos-bounties#8
