bump ex_webrtc to 0.4 in membrane_webrtc_plugin
add support for WHIP to membrane_webrtc_plugin. WHIP is supported in elixir_webrtc - see https://github.com/elixir-webrtc/ex_webrtc/tree/master/examples/whip_whep
add support for WHIP to boombox via membrane_webrtc_plugin, so that, for example, the following code works:

Boombox.run(input: "whip://localhost:2137", output: "out.mp4")
