Summary
Drop the "feedback wanted" notes on the partial implementation and behavioral subfeature guidelines.
I also cleaned up some comments on those guidelines.
Test results and supporting details
We've had these for several months now and expanded one guideline. They seem to be working reasonably well. I think it's time to declare them fully cooked.
