Review Summary
Great job implementing the core logic to count the letter occurrences case-insensitively! Your function produces the correct result. However, this submission requires a change because it's missing the docstring that was explicitly required by the task description. Please add the provided docstring to your count_occurrences function to meet all requirements. As a suggestion for improvement, you could also refactor your loop to use Python's built-in str.lower() and str.count() methods for a more concise solution.

The function is missing the required docstring. Task descriptions often include specific docstrings that need to be added to explain the function's purpose, parameters, and what it returns.

While this loop correctly implements the logic, the task guidelines recommend avoiding loops. Have you considered using Python's built-in string methods? For example, you could convert both the phrase and letter to the same case and then use the .count() method.

Review Summary
Excellent work on this iteration! I am approving your solution as it now meets all the requirements perfectly. You've successfully addressed the previous feedback by adding the required docstring. Your use of .lower() and .count() is a clean and efficient approach to this problem. Keep up the great work!
