Adds a complete .claude-plugin/ with two subagents (api-contract-reviewer on Haiku for read-only auditing, feature-implementer on Sonnet for writing), a /ship orchestration command that runs them in parallel then sequentially, a pre-merge skill for go/no-go verdicts before push, a Stop hook with a bundled route-change guard script, and a marketplace.json to publish the plugin as a discoverable marketplace entry.
