Bundle a themed code-quality plugin: a read-only code-reviewer and a
test-author subagent, a /quality-pass workflow command (parallel review +
coverage scan, then dependent test writing), a quality-checklist skill, and
a PostToolUse auto-lint hook resolved via ${CLAUDE_PLUGIN_ROOT}. Add
plugin.json, marketplace.json, plugin README and NOTES; move the course
assignment to ASSIGNMENT.md.
Add happy-path, 400 validation and 404 cases for the users route, document current non-numeric id behaviour, and add a health liveness test. Suite goes from 5 to 14 passing tests.
