What this PR does / why we need it:
This PR adds a new KB article to address a specific "deadlock" state where migratable RWX volumes get stuck in a detaching/attaching loop. This occurs when live migration is interrupted, leaving an empty
VolumeAttachmentresource that blocks the volume from reaching a steady state. We need this because standard migration workarounds often fail to resolve this specific metadata corruption.Special notes for your reviewer:
The workaround provided was manually verified in a lab environment by simulating a migration failure.
