This PR

  • changes the default behavior of the Tribol MFEM interface to only create new RedecompMeshes after a sufficient amount of displacement has occurred in the mesh
  • optionally force re-building a new RedecompMesh through a new optional argument in updateMfemParallelRedecomposition()
  • adds a test to verify behavior is as expected
