Is this service now a hard requirement ?
Just asking if this service should be default sleep infinity unless enabled or if everyone needs it now.

It's optional, the init hook removes it from the user bundle if the env isn't set to enable metrics; as we already have it in place for the sidekiq stuff it made sense to reuse it rather than having a sleep in the servicefile itself.
