fix(build): display pinned apps in pinned.json order, not date order#18

build.py collapsed the ordered pinned.json list into a set and then sorted pinned apps by date_added, so the curated pin order was lost. Preserve the list order and rank pinned apps by their position in pinned.json; non-pinned apps still sort by date then name. apps.json is regenerated by CI, so it is intentionally left untouched here.
